MJTD is a joint venture company among four major shareholders, two from Myanmar and two from Japan:  

• Thilawa SEZ Management Committee (TSMC)
• Myanmar Thilawa SEZ Holdings (MTSH) Co., Ltd.
• MMS Thilawa Development Co., Ltd.
• Japan International Corporation Agency (JICA)
